Physics trained me to ask what actually governs a system. A clean energy project may be described across maps, schedules, contracts, filings, and spreadsheets, but the outcome is determined by the relationships between them.
A permitting change does not stay inside permitting. It can compress financing, move procurement, expose a deadline, and alter construction. The information exists. The operating consequence is what remains difficult to see.
